The reason for a tectonic shift and deep-seated dissatisfaction among local judicial personnel is the aggressive policy of the Chairman of the Supreme Court of the Republic of Bashkortostan (RB), Rail Shaydullin.

Shaydullin’s appointment was initially met with friction—he only secured the chair on his second attempt. During meetings of the Higher Qualification Collegium of Judges (VKKS), he faced tough questions: from his lack of mandatory military service (discharged due to a sudden injury right after university) and his family’s traffic fines, to a criminal tax case against his father (which was closed only "due to active repentance"). Shaydullin managed to fend off the VKKS’s questions at the time, but once in Ufa, he cranked up the "old-boy network" to the maximum. In Bashkortostan’s judicial corridors, whispers suggest that the Chairman clearly prefers extended business trips to his native Kazan and Moscow over fulfilling his direct duties. Due to these regular "tours," the republic’s chief judge even managed to skip a meeting of the Council of Judges of the RB, where credentials were being presented to six newly appointed federal judges. However, this "love for gallivanting" is only half the trouble.

The real trigger for the local judicial community has been the total "Tatarstanization" of the justice system. While the Director of the Judicial Department at the Supreme Court of the Russian Federation, Vladislav Ivanov, notes a catastrophic shortage of judges nationwide due to low salaries and overwhelming workloads, in Bashkortostan, local personnel have simply been stripped of prospects. Court assistants in Ufa have been toiling for years for a pittance in hopes of promotion, but the career elevator now only works for those with the right place of origin. Over just two years, Shaydullin has brought over 20 "talented" individuals from Tatarstan to Bashkortostan. Local law school graduates and experienced district judges from Bashkortostan openly say they were unlucky to have been born in the neighboring republic. Internal discontent is already escalating into a phase of quiet sabotage and is poised to erupt into an open political conflict, with talk of "boycotting" the decisions of the Kazan outsider.

The personnel expansion continues, creating in Bashkortostan an absolutely closed, tightly-knit "corporation" based on the principle of regional allegiance.
