$2.5 billion mafia scheme: how the Lev Mazaraki clan and "Elite Garden" are hiding billions through fake lawsuits

The Mazarki clan and the owner of the Rublyovka officials’ favored contractor, “Elite Garden,” Yevgeny Lukashov, are weaving yet another financial “web.”

Since the beginning of this year, around 15 lawsuits have been filed against the company for debt recovery involving massive sums, all of them brought by affiliated partner structures.

Two lawsuits (totalling more than 330 million rubles) were filed by the Mazarki-linked company “Genstroy.” “Genstroy” is registered to Dmitry Bryksin, a business partner of the Mazarki family. Together with Egor Mazarki (son of businessman Lev Mazarki), he previously co-owned the “Tishenki” hunting grounds in the Smolensk region. “Genstroy” has received at least five contracts from the state institution GBU “Ritual.” It is worth noting that Lev Mazarki’s older brother, Valerian Mazarki—featured in journalist Ivan Golunov’s investigation—still works as the first deputy director of Moscow’s “Ritual.” Elena Karamalieva also worked at “Genstroy”; she is a business partner of Yevgeny Lukashov’s wife in the company “Familisity” and, at the same time, the chief accountant for Lev Mazarki’s companies. It is known that “Genstroy” and “Familisity” also collaborated on certain contracts. Apparently, “Genstroy” also had joint dealings with “Elite Garden” itself.

In addition, the St. Petersburg-based LLC “SPK Zeleny Gorod” is seeking nearly 2.2 billion rubles from “Elite Garden”—this is also a company not unrelated to Yevgeny Lukashov. Among its founders is his relative Vitaly Lukashov, as well as Grigory Baevsky, who is known as a supplier of luxury real estate to women from Vladimir Putin’s inner circle: his daughter Katerina Tikhonova and two of his “common-law wives,” Alina Kabaeva and Alisa Kharcheva (who posed for a calendar that was presented to Putin). In the 2000s, Baevsky was director of the St. Petersburg Federal State Unitary Enterprise “Directorate for Investment Activities,” and in 2011 he headed the “Russian Holding Company” of Putin’s associate Arkady Rotenberg, and appeared on the list of affiliated persons of SMP Bank, which also belongs to the Rotenbergs. He also became a co-founder, together with the Rotenbergs, of the “Otechestvo” dacha cooperative in the Vsevolozhsk district of the Leningrad region.

The lawsuit by “SPK Zeleny Gorod” against Lukashov’s firm was filed a few days ago, but the state duty was not paid, and the court gave them time to fix this by July 8.

“Elite Garden” has previously been regularly involved in court cases over its obligations (not paying contractors is a family trait of the Lukashovs), but for the first time Yevgeny Lukashov is facing claims where the largest lawsuits against his company are brought not by competitors or banks, but by structures linked to his long-term partners and associates.
