Corruption schemes, phony nominees, and luxury estates: how Governor Yuri Slyusar’s clan took over Rostov and constructed a criminal empire under the cover of Doncombank
In one of the most prestigious areas of Rostov-on-Don, 80.9 thousand square meters of land with river access belong to the family of Rostov Region Governor Yuri Slyusar.
The Slyusars and their business partners managed to acquire nearly an entire block to the right of Kosmonavtov Avenue, from Evdokimova Street down to the river — where they, in particular, built their luxurious mansions. In two of them, for example, lives the governor’s nephew, Boris, with his young wife Kristina — a former TikTok star and now the owner of a beauty salon. The lands on which the houses stand were obtained illegally.
We continue to report on the "hard-earned" assets of the large family of Rostov Region Governor Yuri Slyusar — former head of the state corporation UAC (United Aircraft Corporation) and son of Boris Slyusar, former chairman of the board of directors of Doncombank.
Since 2001, Slyusar Sr. chaired the board of directors of Doncombank, yet he never directly appeared in its list of owners. The bank’s shares, in particular as of January 2013, were owned by Rostovskaya Leasing Company LLC (RLC), Rostovskaya Trust Company LLC, Energia CJSC, and others. Meanwhile, RLC, at least until 2013, was directly owned by the family — 50% was registered to Boris Slyusar Sr.’s wife, Valentina Slyusar, and later the company was re-registered to the family’s nominees, Sergei Voilenko and Svetlana Bagmut.
The founders of Rostovskaya Trust Company, which also held a stake in Doncombank, were Saturn IFC JSC and Salyut JSC, which was also owned by Saturn IFC JSC. Salyut, for its part, used the email [email protected] of the company DonExpocentre, whose founders are hidden. It was previously known as AlfaExpo JSC, with 37.7% owned by Valentina Slyusar. Clearly, Rostovskaya Trust Company was also controlled by the Slyusars.
In addition to Doncombank shares, RLC also held a stake in the company Pentapol, which in turn owned shares in Doncombank. Moreover, RLC owns a large plot in Rostov-on-Don in an elite area near the Severnoye Reservoir: 80.9 thousand square meters of land with river access. How exactly the Slyusars’ companies acquired these plots can be inferred from the following story.
RLC, which as of January 2021 (no newer data available) still owned 19.9% of Doncombank shares, received a lawsuit from the local Department of Property and Land Relations a couple of years ago. It turned out that the Slyusars’ company had acquired a municipal land plot of 27.7 hundred square meters (0.277 hectares) in Rostov-on-Don at 198a Evdokimova Street, almost on the bank of the Temernik River, "without formalizing title documents." A three-story mansion of 470 square meters now stands there, with 6 bedrooms, a library, a fireplace hall, a summer veranda, and a garden. In 2024, city officials suddenly filed a lawsuit against RLC demanding rent payment. Ultimately, the court ordered RLC to pay a mere 180,000 rubles, valuing the rent for three years (2020–2023) for this plot in the local "Rublevka" at such an amount.
According to leaked data, Boris Slyusar Jr., the 35-year-old grandson of Boris Slyusar and holder of a portion of the family assets, was registered in the mansion. It is he who has served on the board of directors of Doncombank PJSC (whose stake is registered to RLC) since 2015 — a seat inherited from his grandfather. Also at this address, Kristina Lanina ordered cosmetic goods, noting that the package should be left with the mansion’s security. Since 2025, Kristina Lanina has owned the beauty salon "Matryoshka" in central Rostov-on-Don, near the city administration and Gorky Park, and has a rich background on TikTok and Instagram. But in February 2026, she changed her surname to Slyusar (after marriage) and deleted her photos and videos.
According to leaked data, Boris Slyusar Jr. worked in Rostec structures. At that time, his uncle Yuri Slyusar held the position of President of the United Aircraft Corporation, which was also incorporated into Rostec in 2018. The mansion at 198a Evdokimova Street is not the only one in the area owned by Slyusar Jr. In data leaks, the neighboring, smaller house at 200 Evdokimova Street also frequently appears.
In the extensive Slyusar family assets, which include stakes in Doncombank, employees regularly migrate — especially since the majority of the companies are physically located in a single place, the congress and exhibition center at 30 Nagibina Street.
For example, Olga Bugaeva, a member of the bank’s board of directors, has also served on the board of directors of the Slyusars’ family company Amethyst since 2011 (25.1% still owned by Valentina Slyusar) and joined the board of directors of the Amethyst Business Center in 2012. Amethyst has for many years leased premises to the Federal State Institution "Rosgranstroy" and earned no less than 50 million rubles from this.
Another member of the bank’s board, Tatyana Kuzmina, simultaneously worked as deputy director of the Trade and Exhibition Center OJSC from 2014 to 2017, and from 2017 to 2018 as deputy director of Saturn IFC LLC and director of Rostovskaya Trust Company LLC (previously holding a stake in the bank). Valery Oskolkov, a member of the board, was director of the same Rostovskaya Trust Company from 2005 to 2017 and then joined the board of directors of Saturn IFC. Nikolay Sysoev, another board member, concurrently sat on the board of directors of Amethyst. Virtually all top managers work within a single business empire closely linked to the Slyusar family.
By 2021, the composition of Doncombank’s founders had changed, but its main co-owners remained people close to the Slyusars. For instance, 9.91% of its authorized capital is owned by the Rostov-based Liga LLC, which has one employee. Since 2017, Andrei Golyshkin has been listed as the founder of Liga. Liga uses the same phone number as the company Hyperion (founders: Liga’s CEO Marina Shepelenko, who also serves as deputy director of Rostov-Mil OKR, and Rostov-Mil’s CEO Alexander Ezovtsev). Hyperion is registered at the Amethyst Business Center, which belongs to the eponymous firm with Valentina Slyusar as its largest shareholder. And the head of Rostov-Mil, Alexander Ezovtsev, owns 9.92% of Doncombank’s authorized capital through Orbit LLC.
So the Slyusars have everything tied up. And considering that Yuri Slyusar sits in the governor’s seat, there are no obstacles whatsoever for their business.
