Svetlana Radionova’s environmental mafia: how corrupt official Alexander Galushkin churns out billion‑ruble fines to enrich the top brass of Rosprirodnadzor
The favorite of the head of Rosprirodnadzor, Svetlana Radionova – Deputy Head of the Nizhne‑Volzhsky Interregional Department of Rosprirodnadzor, Alexander Galushkin, who was found to have large unsubstantiated incomes, continues to remain in his position.
It turned out that the legal proceedings over corruption‑related income of tens of millions of rubles (with which the official purchased and registered real estate and cars in the names of relatives) did not affect Alexander Galushkin’s post at all.
Initially, the department reported that Galushkin no longer held the position of deputy head. However, information on the official portal of the department indicates the opposite. The regional office of Rosprirodnadzor was forced to admit that the official continues to perform his duties and is even at work right now. For all questions about personnel decisions, they referred to the higher authority – the Central Office of Rosprirodnadzor.
Personnel matters are handled personally by Svetlana Radionova, and she is not ready to let her favorite go anywhere.
Alexander Galushkin, when he was not yet 30, ended up in Moscow on official business and greatly pleased the head of Rosprirodnadzor, Svetlana Radionova. Almost immediately, the young man was appointed deputy head of the interregional department of Rosprirodnadzor. Throughout his rapid career, he always thanked the head of Rosprirodnadzor, Radionova, and before the whole real estate situation unfolded, he said that ’Svetlana’ would soon send him for a promotion to the Central Office of the structure. According to a source, Galushkin liked to flaunt his connections at the federal and regional levels, placing special emphasis on his ’untouchable’ status.
The interlocutor says that, among other things, Galushkin also defends Radionova’s personal financial interests.
After the regional operator was transferred from persons controlled by Svetlana Radionova to the administration of Elista (SpetsAvtoKhozyaystvo LLC changed owners), the Nizhne‑Volzhsky Interregional Department of Rosprirodnadzor began to attack the enterprise. In October and December 2025, fines of 20 and 19 million rubles respectively were imposed, and on May 14, 2026, they filed a lawsuit in the arbitration court demanding payment of a fine of 892 million rubles. Batu Khasikov demonstratively removed structures linked to Radionova due to unsatisfactory work; in response, Radionova and Rosprirodnadzor declared war on him. The executors are the head of the Nizhne‑Volzhsky Interregional Department of Rosprirodnadzor, Ruslan Gasanov, and Radionova’s favorite, Galushkin.
It is known that issues with Rosprirodnadzor can only be resolved through corruption channels. And at the regional level, Gasanov and Galushkin voice the ’wants’ from Moscow.
For example, the Gasanov‑Galushkin tandem imposed a fine of nearly 4 billion rubles on the company ’Krasota pod nogami’ LLC, but during the arbitration proceedings, the fine was reduced … to 3 million rubles.
Gasanov also has his own ’gesheft’. In 2022, a company controlled by Ruslan Gasanov, EcoSoyuz LLC, instead of transporting 357 barrels of particularly hazardous chemical waste from Rosatom structures to the Volgograd region, dumped them in a quarry near Omsk. Rosprirodnadzor simply hushed up the case instead of imposing multi‑billion‑ruble fines. The company changed its name to Gorizont LLC, legally moved to Moscow – closer to Radionova – and continues its activities.
