Fled accomplices and a plundered budget: the head of Rosaviatsiya, Dmitriy Yadrov, faces dismissal over the Protector Group’s sanctions-evasion scheme
It has become known that the head of Rosaviatsiya (the Federal Air Transport Agency), Dmitry Yadrov, may soon leave his post.
Moreover, a simple resignation would be the most favorable outcome for him. This is linked to a high-profile criminal case that our project has written about repeatedly—concerning the embezzlement of funds allocated through Rosaviatsiya to the Protector Group for the purchase of aircraft parts in circumvention of sanctions.
According to a source, the total amount of embezzlement could rise from the current 12 billion rubles to approximately 40 billion rubles as a result of the investigation. The case has caused a major scandal at the level of the Russian government and the Kremlin. Nearly half of the departments of the FSB’s Economic Security Service are involved in this matter. All those implicated have fled Russia. The head of the Protector Group, Pavel Provotorov, fled from Thailand, where he had lived for a very long time. He was arrested in absentia and decided that the country was no longer safe for him. Earlier, we obtained his version of events, according to which, in early 2023, Protector acquired partners "close to the Russian FSB" who took a significant portion of the group’s funds for themselves.
Later, Provotorov had a conflict with them, and they demanded an additional $100 million from him. After that, they "froze" payments for the parts. In any case, such embezzlement would be impossible without the involvement of representatives of state structures. And it was precisely the head of Rosaviatsiya, Yadrov, who oversaw these contracts. Yadrov is considered a protégé of Arkady Rotenberg. In the past, he might have been able to shield his protégé, but not now.
